It is a pretty sad area. That said I am not sure that at this point it even needs to be turned into a park that people want to sit in right now. How about a big piece of public art?

Re: Bay and Government, here's the little building that once stood there. It seems like Victoria lost quite a few of those neighbourhood corner commercial buildings.

According to the Burnside-Gorge community plan, the section of Douglas and Government between Hillside and Bay is referred to as "Humber Green Village", and is envisioned to be a transit-oriented large urban village. Does anyone know where that name came from? Searching "Humber Green Village" on Google only brings up the OCP again, as well as a description of the neighbourhood on the city's website. Given that that stretch of Douglas is bookended by two historic buildings (Leland and Scott Buildings), it could be an attractive area with enough infill and increased density.

Your sidewalking page has inspired me to look at pedestrian travel in a different light, especially when I am travelling. I notice things now that I was not particularly aware of in the past. Thank you for that.
Here are a couple of examples from a recent trip to Puerto Vallarta. This first pic exemplifies the stark contrasts that exist in this country. The girl standing on the left is a greeter in a very expensive 5 star restaurant and it is located in an unlikely place across the street from an open air market.
This next one was taken in the Zona Romantica which is a popular area for gay men. I don’t know why but it must have been the combination of the narrow steep sidewalk that had just enough room for a pole poster to be effective ...made it seem perfect.
