The plot thickens! Here are two snapshots from Fire Insurance Plans. If you haven't seen these plans before, they contain a huge amount of information on properties and buildings. via https://www.uvic.ca/...iaFirePlans.php
Seems that not only did some of the street names change, but Franklin Green used to be full of duplexes! Regent Street and its duplexes appear to have been built and demolished within a rather short period of time. Constructed some time between 1895 and 1909, but then vanished in the 1963 zoning map posted previously.

Also notable that Mason changed names a lot! St. Louis in the 1895 map (likely due to the St. Louis Catholic College, later St. Andrews School), and Mason in the 1909 map with a note that it was formerly Farquhar. That was a short lived street name!

That photo was the sole reference to "Franklin Green" I could find in the British Colonist archives. It seems strange to designate a park at that location so close to Harris Green. Perhaps it was owned by Mayor Franklin and he left it in his will? There's nothing unique about the location.

Packed with tiny houses and without Vancouver Street running through the middle of it, Balmoral from Quadra to Cook must have seemed like a neighbourhood unto itself.
