Prison sentence extended for Victoria man who killed young Quebec City musician
 
A Victoria man serving a prison sentence for the stabbing death of a young musician from Quebec City five years ago must serve an additional 90 days for spitting on a correctional officer.

Justin Carte, 32, was sentenced to seven-and-a-half years in prison for the manslaughter of Raphaël Bussières in the early morning of Nov. 26, 2016. Carte had been released from jail two days earlier and was high on crystal meth and heroin.

Carte and Bussières, who did not know each other, had been rapping on a downtown sidewalk. When Bussières and his friends walked to the McDonald’s at the corner of Douglas and View streets, Carte followed. He became physically aggressive towards Bussières, touching him three times on the shoulder. When Bussières told him to stop, Carte swung at him, stabbing him in the neck with a knife and severing his carotid artery. Bussières died two days later in hospital.

The Parole Board of Canada reviewed Carte’s detention in July 2021 and ordered that he remain in custody until the end of his sentence. Four months earlier, Carte had been convicted of assaulting a peace officer after spitting on a correctional manager who told him he was going to be transferred to another institution.

“You are considered to be unpredictable, impulsive and violent in the community as well as towards Correctional Service of Canada staff members and other inmates. Your Case Management Team (CMT) recalls that you suffer from severe mental health problems that require medication,” the decision says.

Carte was detained at a psychiatric hospital in June because he would not take his medication.

Man Charged After Investigation Into Reports Of Sexualized Violence Associated To A Downtown Bar And Grill

Victoria, BC – Jesse Chiavaroli has been charged with sexual assault and assault with a weapon after an investigation into reports of sexualized violence associated to a downtown bar and grill.

On Friday, December 10th, VicPD’s Special Victims Unit detectives arrested Jesse Chiavaroli on the Lower Mainland. He was later released with a court date and conditions, including conditions not to contact the survivors of sexual violence related to the recommended charges.

Jesse Chiavaroli has now been charged with four counts of sexual assault and one count of assault with a weapon. His next court appearance is on February 24th.

Well most press release are now an exercise in dancing around the actual use of peoples names and gender, business names, and street addresses and now sometimes ethnicity. So this just continues in the tradition.

Bryan Imhoff of Nanaimo (via Montreal). According to FB he got married in October. CSO shows record in Nanaimo area from late 2019 including PSP, Personation and Stolen Credit Card (photo is not from the RCMP release).

Suspect attempts to disarm police officer

A local Mountie was literally in the fight of their life when a suspect attempted to grab their firearm and made threats to use it against the officer. The incident occurred at approximately 2 pm on Tuesday December 28, 2021 in the area of Promenade Drive.

The officer with 9 years of police service, was initially responding to reports of a shoplifter, who had thrown cosmetics at a Loss Prevention Officer(LPO) at London Drugs, then threatened the LPO with bear spray. The suspect reportedly fled on foot and was last seen heading towards the water front when located by the officer. As the officer approached, the suspect was seen reaching into his backpack. The officer told the suspect he was under arrest and when the officer attempted to secure his wrist, the fight was on.

During the struggle the suspect grabbed at the officer’s holstered firearm and made continued threats to shoot the officer with it. During the melee, a civilian intervened which distracted the suspect long enough for another officer to arrive. At this time, the two officers managed to subdue the man and place him in handcuffs.

31-year-old Brian Imhoff of Nanaimo was arrested for Assaulting a Police Officer, Attempting to Disarm a Police Officer, and Uttering Threats. He was later remanded into police custody until his next court appearance, scheduled for Tuesday January 4, 2022. On that date, Imhoff appeared and was remanded into police custody until January 18, 2022

This was an extremely dangerous and volatile situation for the officer. It is also a stark reminder of the dangers that front line officers are faced with. The officer involved is to be commended for staying in the battle, using their training and relying on their physical conditioning to successfully meet the challenge, said Constable Gary O’Brien of the Nanaimo RCMP.

The officer involved in the fight was not seriously injured and managed to carry out their duties for the remainder of the shift.

Isn’t it amazing that after 6 months in Nanaimo he doesn’t automatically become from Nanaimo but arrived there from Montreal in 2019 .

Victoria won’t do that it might send the wrong impression.

Would have been entirely different if only they had a social worker instead.

Indeed the writing of the article avoids gendering the RCMP officer. I’ll guess she was female too.

In other Nanaimo RCMP news releases where they do not name an officer they still use “he” and “his” often.

Detectives with VicPD’s Major Crime Unit are asking for your help to identify a suspect seen wearing a distinct red jacket during a robbery with a firearm this morning.

Shortly after 1 a.m. this morning, VicPD officers responded to convenience store in the 900-block of Craigflower Road after a report that a woman pointed a handgun at staff and stole money. The woman then fled the store on foot.

Langford business B&E Monday morning about 0300. Full footage is on the FB page What the Hell Just Happened. Other reports indicate that possibly the same truck/perps were responsible for a "ram-raid" at Mattick's Farm (Cordova Bay) liquor store the same night/morning (see below).

Man Caught by Integrated Canine Service After Attempting to Break into a Residence

A man has been arrested after committing an indecent act and attempting to break into a residence early Sunday morning.

On January 9, 2022, just after 12:30 a.m., the victim was inside their home when they noticed a man looking in through a sliding glass door. He then removed his pants and began committing an indecent act. The man then walked toward the door to grab the handle to enter but the victim was able to quickly run up and lock it from inside. He then ran off through the backyard.

Officers attended along with the Integrated Canine Section who were able to locate the man in a park in the 4300 block of Tyndall Avenue. He was arrested without incident and was held in custody to appear before court that same morning.

Sherwin Batley, 41, is being charged with the criminal offences of Break and Enter and Indecent Act. He has a lengthy criminal history with many matters still before the courts.

This was a terrifying event for the victim, who had never seen this man prior to this encounter. The quick actions of the victim prevented this from escalating into a potentially much more serious incident.

Suspect Sought After Hit and Run with Pedestrian

Date: January 11, 2022 - File: #22-00637

Saanich Police are investigating a hit and run involving a pedestrian last night at the intersection of McKenzie Avenue and Burnside Road West.

On January 10, 2022, at approximately 7:45 p.m. a pedestrian was crossing Burnside Rd West on the north side of the road when a vehicle turning right onto McKenzie Avenue struck the pedestrian, a 60-year-old man. The vehicle did not stop and continued eastbound on McKenzie Avenue. The pedestrian was taken to the hospital with non-life-threatening injuries.

Witnesses described the vehicle as a dark car, possibly a Chevrolet Cobalt, with no tinting on the windows and it had a loud sounding exhaust.

Investigators continue this morning to follow up on potential CCTV from homes nearby. In the meantime, they are asking for any motorists that may have been driving in the area leading up to that intersection to check their dash cams for footage of the incident or of the suspect vehicle before or after the collision.

“The driver would have been more than aware that they struck this man. We are urging the driver to do the right thing and come forward to the police. Officers have several investigative avenues to continue to explore, and they are confident that it will only be a matter of time before we can identify the driver.

West Shore RCMP is looking for a suspect after an industrial complex on Millstream Road was broken into and tools and equipment were stolen.

Police were notified on Jan. 6 of a break-in at the Island Crushing Ltd. site in the 2100-block of Millstream Road.

RCMP later obtained video footage of a male suspect leaving the scene in a dark coloured pickup truck with stolen equipment. The suspect used an on-site bobcat to damage a gate and load a welding machine into a vehicle.

Not that this adds anything relevant, but I noticed a whole rack of those distinct red jackets at Walmart the other day.  They are knockoffs of a North Face model that costs about $370.
