Caduceus has a complicated meaning and history. This explains why it's found on medical buildings as well as a variant that can also be found here today on old bank buildings like this former Bank of Commerce branch.

Is the object not actually a "Rod of Asclepius"? With some minor modifications it would make a cool free-standing sculpture at the new development.

It’s the Rod of Asclepius. Easiest way to tell them apart is Caduceus has two serpents (du).
