In the absence of talking points from handlers, Housing Twitter is silent on the bungling of Harris Green Village, and its 1,600-units.

All we’re seeing is how great BCAA’s EVO car-share is, likely as a means of deflecting from the fact that without sufficient parking, HGV is in trouble.

You would think, that the potential loss of 1,600 rentals would be the #1 trending topic, but it isn’t. It’s like the project never happened, and when it is discussed, the conversation is about council’s amendment being non-binding and Starlight can reject the parking reduction (which is false).

Yes I agree the only way housing will become adorable is through inflation or a crash, this won't be an easy correction.

 

I think some houses will never be adorable.

This has really frustrated developers. Saanich makes it very difficult for projects to proceed and now this affordable housing pledge has caught developers off guard. The CBC also ran a piece very favourable to the agenda but without discussing the challenges developers face.

Sometimes I do not quite understand these figures.

 

 

 

 

 

It is likely to take one or two generations before the District of Saanich can dig itself out of its housing deficit.

 

During discussion this past week of a progress report on Saanich’s housing strategy, district staff suggested it will be decades before the municipality can catch up, noting it has managed to build only 70 per cent of its housing target over the past six years.

 

And even that number is generous, as the report noted Saanich saw an average of 340 units completed per year over the past five years, which included a boom of 620 units completed in 2019.

 

Only 253 units were completed in 2022 and 191 in 2021. The 2020 housing needs report prepared for the district by Urban Matters showed Saanich could require 3,049 new homes by 2025 and the community could see 5,290 new households by that date. It recommended Saanich complete 610 new units a year to meet demand.

 

The bottom line, according to the report: Saanich is not meeting its housing need.

Who exactly determines the "housing need" and how is it determined?   And why just Saanich as a whole?  The municipal border is more or less just an artificial boundary.  In terms of housing development it makes little matter if I apply to build in Saanich, Oak Bay, Victoria or Esquimalt or Langford, except some rules differences.

 

For example, does 10-Mile-Point have a housing need?  How about the Burnside Road West or Hartland areas?  Prospect Lake?  Shelbourne Valley?    Where are the exact numbers for all these areas?

 

It's pretty easy for politicians to say "Saanich needs more housing!", but then I invite you to go to Broadmead and ask them where you'd like them to allow you to deposit their share.

 

And look, almost everyone is free to add a basement suite to their house, make it into a duplex, add a garden suite in some cases, subdivide their lot in more rare cases.  But they are generally not, either because government has already made it less appealing and/or expensive.  From landlord/tenants rights that favour even deadbeat tenants to permits and studies and administration costs. 

 

 

 

 

Coun. Teale Phelps Bondaroff said council is trying to make it easier for multi-family housing units to be developed for a reason.

 

“It’s because we have a pressing housing need, and if you look at this report, single-family home ownership is unattainable for anyone making other than an astronomical amount of money,” he said.

 

 

 

Except the above simply isn't true.  Saanich home ownership is pretty much the same as the rest of the country at around 68%.

 

Now, let's look at the Saanich map.

I've taken the liberty of adding a new subdivision to the forested Mount Douglas Park area.

Some spectacular views from these treed lots, and it's pure revenue for the municipality.  They can earn about $700 million from the sale, to build social housing in Burnside/Tillicum.

It would appear to me that someone at Urban Matters needs to buy a new calculator.

If "Saanich could require" 3,049 new homes by 2025 (3 years from now) and they recommend that 610 new units be built a year then that would mean there would be 1,830 new units in 3 years....far short of the 3,049 mentioned above.

Maybe that's why there is a housing shortage. Political math fail.

I have no idea how to digest the statement "and the community could see 5,290 new households by that date". Will the overflow be living in tents?

It was 2020-2025, which works out to 610/year.

Interestingly, I made a report for a Vancouver developer on the Saanich market. They could not believe how much demand there was for Saanich housing. Today, their proposal is underway and one of the largest ever in that community. I’ll leave it to you to figure out which one it is.

Government House grounds would be a great spot to develop. Convert the mansion into a public space. School, library, including a restaurant. Keep some central green space around it. Then mixed density throughout.
