I'm not sure that's quite right.  They had an initial term (20?  25 years?), and it was extended (well before it was set end) by Mayor Fortin when they said they needed that security to get a WHL team.

 

I double checked and the arena naming rights and not the operating agreement were extended for 10 years in 2014. Looks like the City receives $9K a year as their portion of the rights from RG.

In 2002 they had a 30-year operating agreement. I think that was extended to 35 or 40 years with the arrival of the WHL in 2011.

Here is the original agreement wih fees disclosed. It was the $2M payment due 5 days after completion of the arena which was deferred. The original agreement was for 30 years in 10 year intervals.

This is not a proper P3 as there is no private financing involved, hence there is no real penalty for bad performance, just the liquidated damages which is inadequate.  A proper P3 has a private finance component that forces the lenders to step in if the private partner does not perform up expectations.

there must not be too many James Bay residents on this forum.  Was just in my old hood for an appointment, and with the sewer pipe running above ground from South Turner as far as the eye can see to the west, there were seniors with walkers having to walk 3-4 blocks each way to get past the line to go James Bay village.  One even crawled underneath the line to avoid the long walk. Apparently last night everyone was simply hauling themselves over it. A contractor is building stairs to allow people to get over the line, but that won't help the mobility impaired. 

 

Not sure where responsibility for the snafu lies - the city or the contractor, however a van or taxi needs to running shuttles around the line for those who can't walk the few extra blocks - given the demographic of the rentals in that area of James Bay, there will be quite a few people impacted.

^ It's only fairly recently (last week or two) that they've connected the pipe sections at the street intersections.  Before that, people could walk through at the intersections.

 

I believe they're going to be pulling the pipe through in April.  At least that was what I heard from one of the welders a few weeks ago.  If so, the current situation shouldn't last too long, hopefully.

 

It's a CRD project, not COV, no?  So they should be the ones dealing with issues for the mobility impaired.

yes, the fellow building the stairs said they would only be needed for a couple of weeks and then the pipe would be rolled under the water in the harbour.

Apparently BC isn’t against all pipelines.

 

The cross-harbour undersea pipe assembly along Niagara Street looks close to completion.

 

According to several different workers spoken to today, the project is on track to start the pull-through of the pipe starting this Friday.

The pipe has been moved forward across Dallas Rd, and they are lifting the pipe near the front end to get the advantage of height/weight.  

Apparently the pipe will be filled with water to offset its flotation (there have been water tanks on Niagara for a while for that purpose, I was told).
