My very unscientific observation is that stores are no longer charging for bags but neither have they brought in new plastic bags. Overall bag use is still down as people are getting used to bringing their own or are buying one or two items and don't need one.

Save On Foods on Foul Bay still has signs up telling customers they'll be charging the mandated $0.25 per paper bag as of July 2019.

I have no problem with a pay for bag system but I do have a problem with “plastic” bag bans for reasons which I have made clear.
I'm the other way round: I don't really have much problem with banning plastic bags but I have a big problem with mandated minimum charges for other types of bag. (which ties in with my general dislike for mandated minimum charges for anything)

My Silk Road invoice from this week lists the $0.25 city mandated bag charge. I sent them an email asking what’s up, maybe I’ll hear back next week.

Seriously though Silk Road has the best product and packaging and service too so I don’t really care about the extra quarter, but it’s worth asking.

Save On Foods at Fort and Foul Bay have removed their signs and are now not charging for paper bags.
My experience usually goes something like this:
I empty 20+ items from my basket onto the conveyor belt and the cashier starts scanning them in and piling them up, only to ask half way through if I'd like a bag. No, I want to juggle all my items as I walk to the car, thank you. Out comes a paper bag and on goes a 25c fee.
Today:
I empty my 20+ items from my basket onto the conveyor belt and the cashier starts scanning them. The person assisting with bagging grabs a bag, fills it up with my groceries and I don't get charged for it.
Finally, the way it should be. Again.
The bag bylaw requiring cashiers to ask if I want a bag is really over the top, IMO.

The 25 cent cost was an incentive to bring a reusable bag.
It appears that this wasn't enough incentive for you.
Maybe the cost should be $1.

Didn't Superstore already pursue this agenda some years ago, but eventually went back to providing plastic bags?
