By default a traffic jam "significantly affects roadway operations".

Under this definition, events such as traffic crashes, disabled vehicles, spilled cargo, highway maintenance and reconstruction projects, and special non-emergency events (e.g., ball games, concerts, or any other event that significantly affects roadway operations) are classified as an incident.

Yeah, the Naval traffic coming up Admirals stalls out at the Island Highway every, damned, day. I can't get to or from my house inthe car for a while due to people blocking up the intersections en route. I do get a kick out of biking right past the mess on the daily Not so fun when I have to bus though. It is faster to hop off at Colville and walk the remaining km.

Couple weeks back was walking the dog in the area had a driver going probably about 90 so obviously issued the driver a finger to which the driver proceeded to run the next two stops signs. Happened.

Looks like a van hit and killed a motorcycle rider at Tillicum and Maddock.
Tillicum has been blocked off for hours now all the way from Gorge to Burnside.

Speculation at this point unless there's something definitive I haven't seen on social media.

yes it is speculation, and it appears it was misplaced based on shutting down a mile of roadway for the investigation ... my apologies.

🚔Police investigate serious collision on Sooke Rd at Goldstream Ave🚔
On August 14th at approximately 3:44 am the West Shore RCMP responded to a report of a single vehicle collision on Sooke Rd just west of Goldstream Ave in Colwood.
The vehicle had gone off road and the two occupants inside were seriously injured. The occupants have since been taken to the hospital by BC Ambulance and West Shore RCMP along with the South Island Traffic Services Collision Reconstructionist are still on scene at this location.
As we continue to investigate the cause of the collision, Sooke Rd is completely shut down from Jerome Rd to Goldstream Ave, and traffic is being diverted at Kelly Rd. Traffic will be slow in this area until police are done processing the scene. We will update the public when the roadway is clear. We ask that motorists slow down when coming into this area and expect delays, Cst. Nancy SAGGAR, Media Relations Officer, West Shore RCMP.

Sounds like emergency crews are dealing with a bad wreck on the 17 at Tanner.
Appears to be another one northbound between Haliburton and Royal Oak as the traffic starts to back up from the lights. Looks like an 18-wheeler rear ended someone and caused a chain reaction.
