A huge percentage of the teenagers at these parties are underage. They can't go to the pub; and if there is just one in a group of friends, then the whole group doesn't go.

Three of those four are not pubs, they're restaurants that try to look like pubs. Maude's is the only true pub listed there.

Karen Johnston, associate director of public affairs at UVic, said students found to be violating the university’s misconduct policy could be subject to a range of sanctions, including eviction from residences, making restitution for damaged property and limited or permanent suspensions from UVic.
Saanich police said officers assigned to UVic duties are concerned that the violence and “chaos” is escalating each weekend. “They fear that someone will get seriously hurt and that it is in the public’s interest that these unlawful gatherings no longer occur,” said police.

Are these gatherings actually unlawful? Not so sure. The actions of some participants are. But the gathering itself is probably not illegal.
Impaired driving and other road safety roadblocks are legal. General checkpoints to monitor legal citizen movements are not.

This is what poor leadership and where a focus on profits over an education will lead you. UVIC's reputation as Canada's "party school" is strengthened but those who expect their degree to actually be worth something after grad will be disappointed.

i think it's Ryerson that has to change its name.
Ryerson University will officially be renamed, after the Board of Governors accepted all 22 recommendations from the Standing Strong (Mash Koh Wee Kah Pooh Win) Task Force.
“For as long as the university is named after Egerton Ryerson, our narrative will be centred on his legacy,” reads the Task Force’s report. “Given that our namesake is increasingly recognized as a symbol of colonialism, our identity as an institution can no longer be disentangled from separate schools, segregation, the genocide of Indigenous Peoples and cultural erasure.”
