I am looking forward to an all-day session Friday on the Parks Canada National Marine Conservation Area (NMCA) being proposed for the Southern Strait of Georgia. They have made an initial presentation to the Central Saanich council and now as the Chair of the Parks and Recreation Committee, I am attending a follow-up workshop being held for local government politicians and staff to provide further information on the initiative. @Mike K - That question did not come up. At this point in the process, the Feasibility Phase, as it was being called, the intent of the NMCA was not to direct or make policy decisions upland of the coast, meaning Parks Canada would not be trying to work within the local government jurisdiction. However, it was noted by participants in the focus group that aspects of municipal decision making would have effects on the shoreline of the NMCA in terms of things such as stormwater drainage, retaining walls on oceanfront properties, private docks and marina's. These were the details that still had to be addressed. The purpose of this meeting was to report on what they had heard from their municipal and First Nations consultations and to see what information was missing.

I shall follow-up with a summary of what was discussed about the proposal.

Interested in Municipal politics or decision-making? If so, have you considered volunteering on a municipal committee, board or commission in your respective municipality? Before being elected to Central Saanich Council, I made the choice that I would like to learn more about municipal policies and decision-making, and I chose commissions as a way to build my local government experience. I started on the Peninsula Recreation Commission in 2005, and then later in 2007 I also was appointed to the Central Saanich Advisory Planning Commission. I honestly cannot say enough about the experience and learning I gained from both commissions as they were a great source of knowledge on everything from renovations RFP’s to municipal bylaws. The great part about commissions is that you might be able to find a vacancy on a commission that is ideally suited to your professional/personal background or interests. The time commitment varies by commission, but in the two cases I mentioned above, the meetings were monthly, at most.
Right now in Central Saanich, there is a call for applications for the following commissions:
· Advisory Planning Commission – 4 positions – 2 yr term
· Saanich Peninsula Water Commission – 1 position – 1 yr term
· Saanich Peninsula Wastewater Committee – 1 position – 1yr term
· Victoria Airport Authority Noise Management Committee – 1 position – 1 yr term
These appointments have varying terms from 1-3 years, so therefore you may see opportunities open up next year for other commissions not listed above. Applications for these Central Saanich appointments are due in the Municipal Hall by 4:30p on Nov 16, application forms are available in the Hall. Interested, but not from CS, check with your respective local government to see what opportunities might be available in your community. Good luck with your application(s)!

Carl, a question was raised on the status of the plan to remove the intersection at Island View Road and HWY 17. If there is any info that you may be able to share with us in the Jesken Town Centre thread it would be much appreciated.

Do you know how long he is gone for?

@Bernard - The following is a quote from "Rise and Report" section of the minutes for the CS Council meeting on November 5/12:

2. Re: Request for Leave of Absence by Member of Council
At the In Camera Special Council Meeting held on November 5, 2012, Council considered a request from Councillor Terry Siklenka for a leave of absence from Council for personal reasons. Council resolved to grant Councillor Siklenka a six month leave of absence, effective immediately.

Last Tuesday was the first I heard of him being in the Caymans. Aside from CS Council granting him a leave of absence as described above, I do not know how long he will be gone
for.

Ordinarily, would that not preclude an elected official from receiving a stipend if he/she is not actively engaged at the municipal hall and is living out of the country?

At the beginning of tonight’s Central Saanich Committees meeting, Mayor Bryson provided a public update on the situation with Councillor Siklenka. He stated that the District of Central Saanich had received a letter of resignation from Councillor Siklenka today effective immediately. He then provided an update to the Gallery of the chain of events that have led up to the resignation today. This information will be provided on record as part of the Rise and Report portion of next week’s Regular Council Meeting. Mayor Bryson closed his update by publicly acknowledging and thanking Councillor Siklenka for his four years of public service he has given the District.

I think that Mike's question is fair. If Terry had asked for a 6 month leave of absense then why did council agree to continue paying him his stipend? Not a lot of money but certainly not treatment that the private sector would afford someone.

In a community as small as Central Saanich I also wonder why it takes a blogger to figure out that the guy has been working in the Caymans for two months and has both of his houses for sale and empty.

It appears that eighteen minutes later, Siklenka posted again saying that Polar Bear is helping rebuild a boys’ orphanage in Haiti and a church in the Dominican Republic. He provided his email address for anyone who wants to donate and then blasted people for “wasting their time and energy chasing me down” and suggested that his critics should “get out there and help the world a little.”

There’s a striking hypocrisy in Siklenka’s comments and his sudden, unexplained departure. “Responsible finances” was his top priority when he ran for re-election only a year ago. Last November, he urged people to vote for him because “I support open and transparent government.

What a chump.

I realize his wife mentioned something about recovery and I don't begrudge a person who is struggling and needs time to get himself in order. However, that he ran on a campaign of fiscal responsibility and transparency while living it up in the Caribbean on the taxpayers' dime and being evasive about it--well, that's the height of hypocrisy isn't it?
