I was shocked to see signs along the beach on Dallas road that state dogs have to be on leash. For migratory birds. I had not heard a peep about it.

Thanks to the CoV council's foresight, there are a lot fewer cars for the seagulls to poop on at Clover Point.

It’s absurd to blame the dogs for the drop in bird population...
Good governance is the tireless search for someone to blame for something. You know they're taking the job seriously whenever they identify some new & especially absurd scapegoat for some new & especially absurd issue.
(cue the conspiracy theorists who wonder why the government itself is never to blame in 3... 2... 1...)

While unable to immediately pin down how many complaints it has received in recent months, Environment and Climate Change Canada said the public voiced concerns about a growing number of dogs harassing birds in the sanctuary.
“Wildlife violations were occurring regularly in some areas of the Victoria Harbour Migratory Bird Sanctuary, and municipalities sought guidance from Environment and Climate Change Canada. We confirmed the violations through officer patrols, communications with partner agencies and the public, including from tips sent to ECCC’s public inquiries centre,” spokesperson Hannah Boonstra wrote. That includes a phone number and email on the federal website

Human activity, not dogs, are the problem. Just close the beaches to all humans.
I was out for a walk tonight and an owl was sitting on the railing next to the crosswalk. I was looking the other way, so I didn't notice it until it was too late and it got startled and flew away. I've never seen an owl just sitting on that railing before, but it was me - a human - that scared it away.

pretty sure those birds would be pretty safe if they just sat on the empty picnic tables - nobody ever goes near them
today's random drive-by @ 3:30 p,m, - nothing but empty, except for all the parking spaces whivh were full ... of course!

Most of the Victoria waterfront from Royal Rhodes to Willows beach has been a bird sanctuary for almost 100years. Most Victoria residents are not aware of this. and some may not care.
However these current actions and reminders are just one way to make people aware. There are many people who do care.

I think if a bird decides to nest / rest here on our urban shore, it deserves to be disturbed. Darwin and all.

There is plenty of shoreline for birds, and only a few areas where dogs are allowed to romp around. It’s absurd to blame the dogs for the drop in bird population.
Not a “on leash” Oak Bay bylaw for McNeill Bay (certain times of the year) in the version listed.
“at large” does not have a definition given by the federal government but Oak Bay does:
““AT LARGE” means off the premises of the owner and unaccompanied by a competent person in control of the animal on any street, lane, highway, boulevard, park or other public place or on private property without the consent and knowledge of the owner of that property“
