^ The police ask the public all the time for witness statements and dash cam footage to help with investigations.

The least they could do is publish a mug shot of this “vulnerable” citizen so the rest of the driving public could think about shifting gears a little if we happen to see him in a crosswalk tomorrow. (or later this afternoon)

Zoomer’s favourite! Another protest has broken out in downtown Victoria.

The local businesses are readying for a surge in business among protestors. The families and organizations that were supposed to attend the Christmas light-up at the legislature were just going to get in the way.

The Capital Daily told us that Steve Wallace was arrested and was to appear in court tomorrow.

They have quietly removed the article about his arrest and the court date from their website.

However, Dan McLaughlin, communications counsel at the BC Prosecution Service, confirmed the Crown has not approved charges against Wallace, meaning he is no longer required to appear in court.

“After a full review of the investigative material provided by the investigative agency the Crown Counsel assigned to assess the charges concluded that the charge assessment standard had not been met for any criminal offence and no charges will proceed,” McLaughlin wrote in an emailed statement.

No charges have been approved against Victoria driving school owner Steve Wallace.

 

The driving instructor was to appear in provincial court Thursday on three counts of alleged sexual assault, but charges were never sworn.

 

“After a full review of the investigative material provided by the investigative agency, Crown counsel concluded that the charge assessment standard had not been met for any criminal offence and no charges will proceed,” the B.C. Prosecution Service said in a statement. “In this case, the prosecutor concluded the test was not met and charges have not been approved.

Trial of two escapers accused in killing moved to Vancouver

The trial of two former William Head Institution inmates charged with killing a Metchosin man during a prison break two years ago is being moved to Vancouver.

 

James Lee Busch and Zachary Armitage had applied to the B.C. Supreme Court for the change of venue. The two men are charged with the first-degree murder of Martin Payne, 60, on July 8, 2019. Their next court appearance is Jan. 12 in Vancouver.

 

Evidence, submissions and Justice Michael Tammen’s reasons for the decision cannot be reported because of a publication ban.

Why a publication ban? Is this standard procedure? It seems to me this case in particular will have to cover processes at the detention Center that will be of great interest to the neighbouring population. Transparency from government is really important.

A publication ban is usually in effect in high profile/serious cases though any preliminary hearings.  Only removed at the main trial.  This helps prevent integrity of witness testimony, and preserve impartiality of a jury.

The mass killing in Nova Scotia and the COVID-19 pandemic helped push the number of homicides nationally in 2020 to its highest level in nearly 30 years, Statistics Canada reported Thursday.

 

The new survey says 743 homicides were reported by Canadian police in 2020 – a figure that was the most since 1991 and includes the 22 victims of a gunman’s rampage that began in Portapique, N.S., in April of last year.

 

“This attack contributed to an uncharacteristically high homicide count and rate for the province of Nova Scotia in 2020 and is also reflected in the increase in firearm-related homicide for the province,” the report says. It says the national increase in homicides was mainly driven by “notable increases” in Alberta and Nova Scotia. As a result, the overall number of homicides was 56 more than in 2019, pushing Canada’s homicide rate up by 7 per cent – from 1.83 homicides for every 100,000 people in 2019 to 1.95 for every 100,000 in 2020.

 

“This marks the highest national homicide rate since 2005,” the survey says.
