It’s been explained before. Potential for harm or self-harm. Or a certain group. Seems most females are deemed high risk immediately. Perhaps especially younger ones.

Deeming a person high risk also helps police sometimes gain additional information on a missing person, like bank account activity information.

In the case of a person that receives a regular government deposit (like a welfare payment) they might become more concerned if that payment is not accessed or is accessed by a person other than her - but with her bank card.

That might explain the timing here.

What the devil does high risk actually mean? Why does everything have to be in some code?

 

 

 

Under B.C.'s provincial policing standards, a "high-risk missing person" is someone whose health or well-being may be in danger due to physical or mental illness, addictions, disability or age.   The category also applies to someone who is a member of a vulnerable group; someone who is believed to be a victim of a crime; or someone who has gone missing in an area where weather or other physical conditions may pose a danger.

SEEKING ASSISTANCE LOCATING HIGH-RISK MISSING TEENAGER

 

November 3, 2022
 

Saanich Police are looking to locate high-risk missing teenager Zeneah Edwards-Helgasson who was last seen at 7 pm on October 29, 2022, near Carey Road and Marigold Road in Saanich.

Zeneah is 17 years old, 5’6” tall, with an average build, black hair and last seen wearing a black jacket, black tank top, black leggings and carrying a black bag.

UPDATE: Saanich Police Identify Deceased near Swan Lake Sanctuary
 
November 9, 2022
 

The Saanich Police and the BC Coroners Service have identified the body of the deceased male found near Swan Lake Sanctuary on Oct. 12. As part of the investigation, communications with VicPD revealed he was the subject of a missing person investigation. The death is not considered suspicious. “With the next of kin notifications now complete, we offer our condolences to the family. At this point, the BC Coroners Service will assume conduct of the file,” stated D/Sgt. Damian Kowalewich.

Have You Seen Missing Man Riley Norman Jones?

 

Victoria, BC – Officers are asking for your help as we work to locate missing man Riley Norman Jones.

 

Riley is 23 years old and is described as five foot, nine inches tall, with a slim build. Riley has blue eyes and short blonde hair. A recent photo of Riley is below.

 

Riley was last seen on November 5th, 2022 in the Esquimalt area and was reported missing to VicPD on November 12th, 2022. Officers continue to work to locate Riley.

Missing Person Located Deceased

 

Date: Friday, November 18, 2022 

 

Victoria, BC – A man who was the subject of a missing persons public notification was found deceased yesterday in Esquimalt.

 

A 23 year-old man who was the subject of a VicPD missing persons release on November 15th was located deceased yesterday in Esquimalt.  The man’s death is not considered to be suspicious. The family has been notified and is asking for privacy at this time.  We extend our heartfelt condolences to his family and friends.

A 23-year-old man who was the subject of a missing person case has been found dead in Esquimalt.

Riley Jones was reported missing on Nov. 12 and was found dead Thursday (Nov. 17).

Jones was last seen on Nov. 5 in the Esquimalt area.

Film preview about missing Victoria woman, Emma Fillipoff, set to debut 10 years later

The film trailer will be released on the 10th anniversary of Fillipoff’s disappearance from downtown

Nov. 25, 2022 

A nine-minute preview of a film detailing the events around Emma Fillipoff’s 2012 disappearance is set to be released.

The search for Fillipoff heads into 10 years on Nov. 28, the same day the film trailer and an age progression photo is set to be released.

The film, Barefoot in the Night: The Search for Emma Fillipoff and the accompanying podcast, are updates to a well-known and highly publicized story.

Production of the film was delayed by COVID-19 restrictions, but in releasing the trailer, director and producer Kimberly Bordage hopes to renew interest and remind the public of the facts of the case.

“We actually don’t have a set release date,” Bordage said. “We are continuing with production as we search for Emma – the two are happening at the same time. This preview of the upcoming docuseries is only a snippet of a much larger story.”

There have been few credible leads since 2018, when a man named William, who did not provide a last name, came forward and said he’d seen Fillipoff on the morning of Nov. 29, 2012. He said she was acting scared and paranoid and that she was wet and carrying her shoes in her hand.

He said he gave her a ride from Esquimalt Road to an intersection at Craigflower Road and Admirals Road, closer to Colwood, where she said she would stay with a friend.

This tip led to a cadaver dog search, which turned up empty and left the case cold. The goal of creating this film is to change that.

The film will offer a behind-the-scenes look into the grassroots effort to find Fillipoff, led by her mother and assisted by friends and swaths of the public.

While the film will provide in-depth interviews with people who were involved with the initial investigation, from friends to the Victoria Police, Bordage said it is really a story about a mother’s journey to find her daughter, and the community of people that rallied around her.

“It is the hope that this will reach people who have not been aware of Emma’s case,” Fillipoff said. “I think it’ll be far-reaching. It is my hope that it’ll bring renewed interest and more awareness to Emma’s disappearance.”

Fillipoff would be 36 and police are set to release an age-progression image, but her mother is not confident it will help.

In the new podcast, Fillipoff said her daughter can be a “chameleon” who can look different depending on her hair or mood.

“It is a scary thing to see a rendering of Emma at an older age but I think it will also garner a great deal of attention,” Fillipoff said.

On the evening of November 28, 2012, VicPD was contacted about a woman acting oddly in front of the Empress Hotel. Officers located Emma Fillipoff and spoke with her at length. After ensuring her well-being, Emma continued on her way. Emma was reported missing a few hours later. She has not been heard from or seen since.

 

There has been an extensive investigation into Emma’s disappearance ever since, but to date investigators have been unsuccessful in determining what may have happened to her.

 

About the age-progression drawing

 

VicPD detectives made a request through the RCMP for the assistance of an officer who is a trained forensic artist. Age-progression drawings are difficult because there are many unknown factors –  did the person go from being an active individual to a “couch potato”, or are they now an ultra- marathon runner?  For Emma specifically, we didn’t know if she may be unhoused, or if she is living a happy and healthy lifestyle in another location.  With such a range of variables, the artist’s goal is to capture the essence of the person they are depicting, but also aging them appropriately. The artist spoke with Emma’s mother, and we supplied him with a number of different photos for reference. Emma had a youthful appearance and she has a very youthful air about her. Her energy comes through in the photos she took, which the artist was able to replicate in his image to better the odds that viewers may recognize that person and contact the police.

 

Our investigation continues

 

Emma’s disappearance continues to be actively investigated. Hundreds of tips have been received from across the country and from across the globe, but none have proven to be confirmed sightings of Emma. We are asking for your help to help Emma’s family bring Emma home.

Saanich Police are seeking assistance in locating a missing man, 73-year-old Allen Laatsch, who was last seen Monday, November 28th at 10 pm in the area of the Panama Flats.
 

He is 5’9″ tall, is slim, has black combed hair and was seen wearing a black trench coat, tan khaki pants, knee-high leather boots and often wears sunglasses.

 

He requires medical assistance and is hearing impaired. Please call 9-1-1 if seen.

Investigators Seek Public’s Help in Identifying Deceased Woman

 

Date: Tuesday, December 6, 2022 - File: #22-43329

 

Victoria, BC – Investigators are asking for your help as we work to identify a woman whose remains were discovered following a fire on the evening of November 11, 2022.

 

At approximately 11:45 p.m. on November 11th, 2022, Patrol officers were notified that Victoria Fire Department firefighters were fighting a structure fire in the 1100-block of View Street. Officers arrived and learned that the fire was occurring on the exterior of the building. The woman’s remains were discovered once the fire was extinguished. The fire and the woman’s death are not considered suspicious at this time.

 

Officers are still working to identify the woman. There are indications that she may have been unhoused at the time of her death. Autopsy results show that she had a history of ankle surgery with a plate and pins her left ankle. She also had gold crowns in her lower right and left jaw.

 

At the time of her death she was wearing black Columbia boots, size 9.5, with black fur around the top and a purple portion on the heel and sole. She was also in possession of a distinctive gold chain, with two large gold pieces on it and two pendants. Photos of her jewelry are below.

She had a Walmart shopping cart with her belongings and a high back wooden bar stool which was supporting a light green coloured tarp that she was using as a shelter.
